The meeting starts at 09.00 h

1. Introductory remarks by the chairman

B. Jonson welcomes the ISCC members and then goes on to summarize the CERN Director General’s visit to ISOLDE. The visit had gone very well and the presentation of ISOLDE had been very impressive.

2. Approval of the minutes of the 40th meeting.

The minutes are approved without any changes.

3. Proposal for new ISOLDE Group leader

A discussion is held about P. Butler’s successor as the ISOLDE Physics Group leader. The committee is very pleased at the high quality of the applicants. It proceeds to make a recommendation to CERN.

4. Budget 2005
P. Butler summarizes the ISOLDE collaboration budget situation until 2008. The situation is seen as relatively good even though there are projects which have to be paid for.

5. EU Funding
- EURISOL

M. Lindroos informs the committee that the proposal for EURISOL has been approved and that CERN will get a total of 2.7 million CHF for target development, Beta beam, beam preparation and safety issues.

  • Target Development – AB group will receive enough funding that, when combined with that from CERN, will pay for 2 new staff posts (one of which is a long term contract), 1 existing CERN staff and 2 fellows for Target Development.
  • Beta beam – Within the AB group there will funding for 1 new staff post, 1 existing CERN staff and 2 fellows.  
  • Beam Preparation – ISOLDE Physics group will receive funding for one staff post.
  • Safety – TIS will receive 136kCHF

- EURONS

P. Butler shows the income received from EURONS (see attached file) and explains that money from the Trans-National Access programme will be used to fund one staff member physicist and one 50% administrative and scientific support staff member. Also it is shown that the personnel components of the JRAs will be pooled to pay for one fellow; Pierre Delahaye. These posts should be advertised before the end of 2005.

6. Extension of Building 170
The committee is informed by P. Butler that the extension of building 170 is now taking shape but the total cost has now risen from 1.4 to 1.7 million CHF. This is due to unforeseen construction work and the rise in the cost of raw materials. P. Butler adds that an extra 200kCHF has been given by the CERN Director General in order to offset these costs and that the money required from the collaboration is now 450kCHF.

L. Fraile summarizes the work on the hall extension and how this will affect ISOLDE User’s. He reports that the work should be completed by the 15th March 2005.

7. Schedule

L. Fraile reports that 320 shifts were delivered during 2004 and shows how the beam time was distributed among the different disciplines (see attached files). It is noted that some  of the REX-ISOLDE beam time is used for beam development, and the 12 beams delivered by REX produced excellent experimental results. It is suggested that, in order to improve the situation, proposals should include development time and that machine development time should be scheduled due to the complexity of certain beams.

F. Wenander and T. Sieber are commended for their hard work on beam preparation.

8. News from the AB Department

M. Lindroos reports on the following points (see attached file):
- GPS and HRS

The resolution of the HRS is limited by a design fault and its future will be decided in the upgrade group. However, J. Billowes suggests that the future of the HRS should be discussed in an open meeting.

- REX integration

- ISOLDE organization and responsibilities

- ISOLDE operation

With the highering of a new engineer in charge there will soon be a technician available in the ISOLDE control room for 4 hours each working day. However, User’s are encouraged to learn more about the facility and do more themselves so that the technicians are not overcharged.

- ISOLDE control system

Access to the logbook history is being worked on.

- REX Developments in 2004

- Target and ion source development

- Beam preparation

- Shutdown planning

9. INTC

J. Äystö tells the committee that 6 proposals and 3 status reports will be presented at the INTC meeting. He notes that the number of outstanding shifts has now been reduced to about 1.5 years of operation so that users who submit proposals now have a good chance of carrying out their experiments within one year of approval.

The dates of the INTC meetings in 2005 are noted:

                                    May 23-24

                                    October 31 – November 1

10. Chairperson of the ISCC

B. Jonson initiates a discussion about the possibility of combining the roles of ISOLDE Physics group leader and Chairperson. Varying opinions are expressed and it is seen that this issue affects the future structure of the collaboration so it is decided that P. Butler, B. Jonson and K. Riisager should meet to discuss the issue and report at the next meeting.

11. Fellowship Applications

P. Butler informs the committee that there will be a number of applications for ISOLDE considered at the next fellowship board and that he will advertise again to the ISOLDE community the existence of these posts as well as staff posts and Marie-Curie fellowships.

The matter of how to go about trying to have the number of fellows allotted to ISOLDE increased is briefly discussed.

12. Multi-MWatt Workshop May 2004
The committee is told by P. Butler that the Multi-MWatt Workshop held at CERN in May 2004 was very successful with about 140 participants.

J. Äystö suggests that a ‘Nuclear Physics at CERN’ workshop should be held at CERN which would include ISOLDE and NToF.

13. ISOLDE Workshop December 2004
P. Butler reminds the committee about the ISOLDE Physics Workshop and User’s Meeting which is to be held at CERN from the 13th to 15th December 2004.

14. A.O.B.

- B. Jonson thanks K. Heyde for his work as the Belgian representative on the ISCC. At future ISCC meetings he will be replaced by Marc Huyse.

- The committee is informed that a ‘Nuclear and Cosmos’ workshop is to be held at CERN in June 2006.
- The problem of the monthly reading of the new dosimeters is discussed.
